Why it matters
This competition is the front end of a real public investment. Concepts that respect engineering, code, and operations are the ones that get funded, permitted, and delivered to the public.
What we're looking for
- Awareness of public right-of-way and agency jurisdiction
- Reasonable assumptions about cost, phasing, and construction sequencing
- Components that can be built with available materials and trades
- A clear path from concept to a Phase 2 design-build scope
